Chip joined Baird in October 2019, providing investment banking and financial advisory services to Kentucky issuers. He has worked with a variety of municipalities, including K–12 schools, universities, electric utilities, healthcare institutions, libraries and water and sewer districts, and has led more than $10 billion in issuances for Kentucky entities.
Chip began his career in Public Finance at Hilliard Lyons as analyst in 2002. He graduated from the University of Kentucky in 1996 with a bachelor’s degree in economics and attained his MBA from Bellarmine University in 2001. He is licensed through the Financial Industry Regulatory Authority as an Investment Company and Variable Contracts Products Representative (Series 6), General Securities Representative (Series 7) and registered Municipal Advisor (Series 50), and is registered under the Uniform Securities Agent State Law (Series 63).
Kelly joined Baird in October 2019, providing issuers across Kentucky with investment banking and financial advisory services. She has worked with municipalities, K–12 schools, universities, special taxing districts, electric utilities, healthcare institutions and water and sewer districts all over the state, and has helped issue more than $7 billion for Kentucky entities since 2012.
Kelly began her career in Public Finance at Hilliard Lyons in 2012 as a structuring analyst before transitioning to a Public Finance Banking role in 2016. She graduated from the University of Louisville with a bachelor’s degree in business administration and is licensed through the Financial Industry Regulatory Authority as a General Securities Representative (Series 7), Uniform Securities Agent (Series 66) and Municipal Securities Principal (Series 53). She is also a registered Municipal Advisor (Series 50).

Barry Anderson joined Baird in October 2019 after 37 years as a teacher, principal and school district superintendent. His extensive experience in all school-related matters, including school finance and personnel, brings an informed perspective to the firm’s growing relationships with school districts throughout Kentucky.
Barry earned his bachelor’s and master’s degrees from Western Kentucky University.
Carrell Boyd joined Baird in October 2019 with more than 30 years of experience in public school administration as an educator, principal and district superintendent. His unique, firsthand understanding of school administration gives him invaluable perspective in identifying school finance opportunities and solutions.
Carrell received his bachelor’s and master’s degrees from Murray State University. He has served in several statewide capacities, including on the executive committee for the Council for Better Education, which studies the adequacy of funding for public school districts. Carrell also served on the Board of Control for the Kentucky High School Athletic Association for eight years.
Joining Baird in October 2019, Butch Canty is a seasoned veteran working with K–12 school districts with extensive experience in all school-related matters, including school finance. A former school superintendent for Ohio County, he previously worked for the Kentucky School Boards Association, where he conducted searches for superintendents, performed facilities planning for school districts and taught finance to school board members.
Butch earned his bachelor’s and master’s degrees from Western Kentucky University.

Mark Rawlings joined Baird in October 2019 and serves as a Director within Baird’s Public Finance Group. For much of his career, Mark served as the primary public finance analyst and head of quantitative services, where he structured more than $10 billion of municipal bonds. His experience includes structuring for virtually every type of fixed‐rate financing available to issuers in Kentucky and Indiana, including general obligation, water & sewer revenue, power revenue, TIF revenue, hospital revenue and higher education.
Mark graduated summa cum laude from Western Kentucky University in 2003 with a bachelor’s degree in business economics. He is a Registered Municipal Advisor and holds his Series 50 license.
