Paul R. Donna
Paul Donna joined Baird in 2014 and leads our Public Finance operations in Minnesota. Based on his 25 years of investment banking and municipal advisory experience, Paul offers innovative debt management solutions and exceptional underwriting expertise to municipalities, counties, schools, utilities, special districts, states and healthcare institutions in Minnesota, Iowa, North and South Dakota, Nebraska, Kansas and Missouri. Paul’s expertise is broad and includes serving as underwriter or placement agent for debt secured by general obligation, essential and alternative revenue supported financings as well as lease purchase / certificate of participation transactions.
Prior to joining Baird, Paul served as a public finance investment banker for two regional broker dealers and a municipal advisory firm. Paul has a bachelor’s degree in economics from St. Cloud State University, in St. Cloud Minnesota and holds FINRA registrations for the Series 7 (General Securities Representative), Series 53 (Municipal Securities Principal) and Series 63 (Uniform Securities Agent) registrations.
Michael R. Hoheisel
Michael joined Baird in 2014 and has nearly 30 years of public finance expertise. He understands serving as your financial partner requires not only a complete and detailed understanding of your goals and priorities, but the expertise and resources to tailor financing solutions that are both comprehensive and long-term. His primary focus is providing financial services to school districts in the upper Midwest, specifically Minnesota. In addition, he has assisted clients across the nation with their particular needs. Hoheisel is affiliated with the Minnesota School Boards Association, the Minnesota Association of School Administrators, the Minnesota Association of School Business Officials and the Minnesota Rural Education Association. He holds a bachelor's degree in management and finance from St. John's University and FINRA registrations for the Series 7 (General Securities Representative) and Series 63 (Uniform Securities Agent) registrations. Matt D. Rantapaa

Matt joined Baird in 2014 and has worked as a public finance banker/analyst since 2009, specializing in education financing. Matt’s experience includes helping school districts connect financial needs with effective debt solutions. He is affiliated with the Minnesota School Boards Association, the Minnesota Association of School Administrators, the Minnesota Association of School Business Officials and the Minnesota Rural Education Association. Matt has a bachelor’s degree in Economics from the University of South Dakota and holds FINRA registrations for the Series 7 (General Securities Representative) and Series 63 (Uniform Securities Agent). In addition, he is a registered Municipal Securities Rulemaking Board Municipal Advisor (MSRB) (Series 50).
Paul joined Baird in 2018 with more than 30 years of commercial banking, commercial real estate, and public finance experience. Paul has strong expertise serving State Housing Agencies, State Revolving Funds, Airports, Cities, States, State Authorities and Higher Education Institutions throughout the Midwest and is uniquely qualified to support a wide variety of municipal transactions including fixed and variable rate debt, rated and nonrated transactions, general obligation, revenue and other forms of debt. He earned a bachelor’s degree in finance and economics from the University of Wisconsin-River Falls, and an M.B.A. in finance from the University of St. Thomas in Minneapolis.

Bruce brings more than 30 years of industry experience to Baird. Over the course of his career, he has developed expertise in many areas of public finance, including local government, economic development, sales tax, tax increment, project revenue, New Markets Tax Credit, and charter school finance. In 2007, he established the Piper Jaffray’s charter school finance business and served for over 10 years as the senior banker on charter school financings totaling in excess of $700 million. He attended the Institute of Technology at the University of Minnesota and earned a bachelor’s degree in economics in 1989 from St. Cloud State University.
