Our Pennsylvania Public Finance team, located in Exton, has extensive experience serving local governments, school districts, universities, municipalities
and public utilities.

		Managing Director Les Bear manages Baird’s Exton Public Finance office and has over 24 years of public finance experience, specializing in school district general obligation debt issuance and investment services. He has structured and managed over 1000 local government financings in Pennsylvania. Les has spoken before numerous state and national conventions on a debt management and investments.
		Managing Director James Shelby has more than 24 years experience in public finance and has specialized in public and higher education, housing, transportation, infrastructure and project financings. He is a graduate of Pennsylvania State University and the National School of Bank Investments at Southern Methodist University.
