Our Pennsylvania Public Finance team, located in Exton, has extensive experience serving local governments, school districts, universities, municipalities
and public utilities.

		Managing Director Les Bear manages Baird’s Exton Public Finance office and has over 24 years of public finance experience, specializing in school district general obligation debt issuance and investment services. He has structured and managed over 1000 local government financings in Pennsylvania. Les has spoken before numerous state and national conventions on a debt management and investments.
		Tim Connor Director Tim joined Baird as an investment banker in July 2012, adding more than a decade of economic development experience in Pennsylvania and over 20 years of national sales success to Baird’s team. Prior to joining Baird, he served as Senior Vice President of the Chester County Economic Development Council and Senior Director of the Southeastern Economic Development Company of Pennsylvania, partnering with local legislators and municipalities to provide economic development financing opportunities and other incentives to private businesses. Tim earned his bachelor’s degree at the Pennsylvania State University.
		Director James Shelby has more than 24 years experience in public finance and has specialized in public and higher education, housing, transportation, infrastructure and project financings. He is a graduate of Pennsylvania State University and the National School of Bank Investments at Southern Methodist University.
