	Our office in Atlanta serves cities, counties, school districts, higher education and public entities across the southeastern United States. Managing Director Todd Barnes, Manager of Baird’s Atlanta Public Finance office, has more than 28 years of experience in public finance. Prior to joining Baird, Todd was a Managing Director of Public Finance at a leading investment banking firm. Responsible for clientele from Virginia to Alabama, Todd has served as senior manager for a variety of issues including K-12 education, water and sewer, general obligation, sales tax, certificates of participation, lease revenue bonds and higher education bonds on both a fixed rate and variable rate basis. He holds a bachelor’s degree from the University of Georgia. Managing Director Dick Layton has nearly 30 years of public finance experience. Prior to joining Baird, Dick worked as a managing director with a leading investment banking firm for nearly 20 years, managing the firm’s operations in the Southeast for 18 of those years, focusing his own practice primarily in Georgia and South Carolina. During that time, Dick also served as senior manager for over 250 debt financings, worth over $12 billion and involving several types of issues. Prior to working in investment banking, Dick served as Commissioner of Budget and Planning for the City of Atlanta. He holds a bachelor’s degree from Texas Christian University and a Masters of Arts in urban Studies from Trinity University. Vice President Brian Ubell has almost 10 years of experience serving municipal issuers across the Southeast, primarily in Georgia and North Carolina. Brian specializes in general infrastructure financings, including K-12 education, general obligation, water and sewer revenue bonds and certificates of participation, as well as higher education financings. His experience includes roles as underwriter or financial advisor on over 70 debt financings worth more than $3 billion total. Brian earned an MBA at the University of Michigan’s Ross Business School and a Bachelor of Arts in Economics at the University of North Carolina at Chapel Hill. Assistant Vice President Ellen Dickson has over seven years of banking and finance experience at a leading investment banking firm. Her in-depth experience in the public finance industry includes financing plan structures utilizing fixed and variable interest rates, long-term capital improvement plans, various refinancing structures and cash flow analyses. In addition to general infrastructure financings, Ellen concentrates on higher education and economic development financings. Ellen holds a bachelor’s degree in Management Science from the Georgia Institute of Technology.
